Conformity assessment of EMC & PPE

‘UNI-CERT’ LLC is accredited by National Accreditation Agency of Ukraine in accordance with requirements of standard DSTU EN ISO\IEC 17065:2014 ‘Conformity assessment — Requirements for bodies certifying products, processes and services’ (certificate on accreditation as for May 13, 2019 no. 1O302, valid till September 2, 2020).

As conformity assessment body for certifying products, ‘UNI-CERT’ LLC has competent personnel with many years’ experience and technical competence that allows conducting certification of products at the highest professional level in the shortest possible time.

‘UNI-CERT’ LLC conducts certification of equipment in accordance with requirements of standards to below-mentioned Technical regulations:

– Technical regulation on personal protective equipment, approved by Resolution of CMU no.761 dated August 27, 2008;

– Technical regulation on electromagnetic compatibility of equipment, approved by Resolution of CMU no.1077 dated December 16, 2015;

– Technical regulation on low voltage equipment, approved by Resolution of CMU no.1067 dated April 10, 2017;

– Technical regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment, approved by Resolution of CMU no. 139 dated March 10, 2017.

Technical regulation on personal protective equipment

By Resolution of Cabinet of Ministers of Ukraine no.761, dated August 27, 2008, Technical regulation on personal protective equipment (hereinafter – PPE) was put into effect. Technical regulation lays down requirements for the safety level of PPE. Technical regulation lays down three complexity categories of PPE:

similar construction, for protection against minor influences (mechanical, thermal, chemical, weather conditions, etc.). For example, garden gloves, rubber gloves for protection against detergents, kitchen aprons, potholders, hats, seasonal clothing, sunglasses, etc.

medium difficulty, personal protective equipment, other than those listed in Categories first and third.

high complexity, intended to protect life or protect from incurable bodily harm

For example, filtering devices to protect the respiratory tract from the effects of solid and liquid aerosols, irritating substances, toxic and radioactive gases, means of protection against chemicals and ionizing radiation, emergency equipment for high or low temperatures, means of protection against electric shock, means of protection against falling from heights etc.

Technical file, drawn up in accordance with requirements of Technical regulation, is the evidence of safety conformity of PPE. Technical documentation has to cover all stages of design, production and use of products and include information to establish compliance with product requirements.

Module B (type examination) – type examination is that part of certification procedure, when conformity assessment body ‘UNI-CERT’ LLC investigates technical project on products and conducts examination to ensure that technical project of products, applied for certification, meets requirements of Technical regulation on PPE.

Module D (conformity to type based on ensuring the quality of the production process) – manufacturer submits Application form on certification of quality management system and list of documentation on applied products to conformity assessment body.

Quality management system should ensure that the product conforms to the type described in the type examination certificate and the requirements of Technical regulation on PPE applied to this product.

Technical regulation on electromagnetic compatibility of equipment

By Resolution of Cabinet of Ministers of Ukraine no.1077, dated December 16, 2015, Technical regulation on electromagnetic compatibility of equipment (hereinafter – EMC) was put into effect.

Technical regulation considers two phenomena: electromagnetic compatibility and electromagnetic immunity of equipment.

EMC means the ability of equipment to function satisfactorily in its electromagnetic environment without introducing intolerable electromagnetic disturbances to other equipment in that environment.

Electromagnetic immunity means the ability of equipment to perform as intended without degradation in the presence of an electromagnetic disturbance from other equipment in that environment.

Such equipment covers covered a wide list of electrical equipment, for example:

– Large and small household appliances;

– IT and telecommunications equipment;

– household electronic equipment;

– lighting equipment;

– electric and electronic instrument;

– toys;

– equipment for recreation and sports;

– equipment or stationary installations;

– electrical equipment.

Module B is type examination, conducted by assessment of equipment’s technical project through examination of technical documentation on equipment. Technical file is particular one for each product.

Type examination (module B) is a part of certification procedure, whose conduction requires the involvement of conformity assessment body, ‘UNI-CERT’ LLC. To conduct the certification, specialists of UNI-CERT’ LLC check and ensure that technical project of products, applied on certification, meets relevant requirements, given in item 1 of Annex 1 to Technical regulation on EMC.  

Voluntary certification

Technical regulation on low voltage equipment

By Resolution of Cabinet of Ministers of Ukraine no.1067, dated December 16, 2015, Technical regulation on low voltage equipment was put into effect.

Technical regulation applies to electrical equipment designed for use with a voltage rating of between 50 and 1 000 V for alternating current and between 75 and 1 500 V for direct current. It applies to a wide range of electrical equipment, namely:

– household appliances, operating from a supply voltage of 220 V;

– industrial equipment;

– electronic components;

– cable production;

– lighting instruments, etc.

Conformity assessment procedure to requirements of Technical regulation on low voltage equipment is conducted by manufacturer or Authorized representative on their own.

Such procedure does not stipulate for involvement of conformity assessment body. ‘UNI-CERT’ LLC offers certification and preparing of explanation letters regarding mentioned Technical regulation, which can be necessary to participate in tender purchases.

Voluntary certification

Technical regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment

By Resolution of Cabinet of Ministers of Ukraine no.139, dated March 10, 2017, Technical regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment was put into effect.

List of electrical and electronic equipment, covered by this Technical regulation:

– Large household appliances;

– Small household appliances;

– IT and telecommunications equipment;

– Consumer equipment;

– Lighting equipment;

– Electrical and electronic tools;

– Toys, leisure and sports equipment;

– Medical devices including medical devices for in vitro diagnostic;

– Monitoring and control instruments including industrial monitoring and control instruments;

– Automatic dispensers;

– Other EEE not covered by any of the categories above.

Conformity assessment procedure to requirements of Technical regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment is conducted by manufacturer or Authorized representative on their own.

Such procedure does not stipulate for involvement of conformity assessment body. ‘UNI-CERT’ LLC offers certification and preparing of explanation letters regarding mentioned Technical regulation, which can be necessary to participate in tender purchases.
